The real question is, would a "functioning public sphere" make a practical difference for what happens to little Afghan girls?
The German liberal middle class is really great at talking, talking, talking, and then talking some more about how this war should end, and how it should never have been started, and how "we told you so" [this last bit is very satisfying, and I indulge in it from time to time myself], but very very few actually do anything. Like, vote for the Linke (which seems to be the only party that's reliably opposed to the war), or work from within the other political parties to end the war, raise money, etc. pp. A huge majority of the German society is strongly opposed to the war if you ask them, and everyone cheers for Gisy, but the point is, we're not strongly opposed enough to vote accordingly.
Talk is cheap. At least the US puts their money where their mouth is.
